Alexandria Co-Response Program Evaluation
Project Objective
Define success early by building shared goals and a strong evaluation plan alongside program leaders.Clean up the data chaos by wrangling info from dispatch logs, clinical records, and law enforcement systems.Sharpen reporting strategy so ACORP can tell a compelling story to funders, partners, and the community.Measure real change by tracking progress on outcomes like diversion from the legal system and interagency collaboration.

Project Description
ACORP—the Alexandria Co-Responder Program—is a response to a complex problem: how to safely and effectively support people in behavioral health crises. The program pairs police officers with behavioral health clinicians to respond together, in real time, to high-risk calls. Omni partnered with the City of Alexandria to help ACORP document its impact, and improve as it grows. In the first stage, we sat down with program stakeholders to co-create clear goals and a nimble evaluation plan. Then we got to work on the back end, refining data collection protocols and designing reports that reflect both day-to-day realities and long-term vision.Behind the scenes, Omni tackled messy data from multiple sources—dispatch logs, clinical notes, law enforcement systems—and turned it into a clear picture of how ACORP was performing. We delivered detailed 6- and 12-month reports highlighting key implementation milestones, early impact, and lessons learned. To round it out, we gathered feedback directly from the people making the collaboration work: using a partner survey to lift up what’s clicking and where support is still needed. The result? A confident, data-driven story of ACORP’s early wins and future potential.
