Alabama Substance Use Block Grant Evaluation

Since 2020, Omni has served as the evaluation partner for the Alabama Department of Mental Health (ADMH), supporting its efforts under the SAMHSA-funded Substance Use Prevention, Treatment, and Recovery Services (SUPTRS) Block Grant. In this role, Omni has designed and led a comprehensive, statewide process and outcome evaluation, spanning Alabama’s 67 counties. Our work integrates mixed-methods data collection, tailored evaluation technical assistance, and capacity building with local substance use prevention providers—ensuring that insights translate into real, community-level impact.

Project Objective

Lead a comprehensive evaluation aligned with SAMHSA’s Strategic Prevention Framework (SPF) to assess and strengthen Alabama’s statewide prevention system.Advance ADMH’s strategic goals by building on past achievements, supporting implementation of the FY23–26 Strategic Plan, and ensuring alignment with state and SAMHSA reporting requirements.Deepen provider engagement through ongoing, in-person collaboration that surfaces local insights, strengthens relationships, and supports responsive evaluation in the field.Drive impact through data by promoting prevention science, outcomes-based strategies, and data-informed planning that elevate the effectiveness and reach of prevention services.

Project Description

As part of its long-standing partnership with ADMH, Omni has supported implementation of the SUPTRS Block Grant prevention set-aside through a robust, statewide evaluation strategy. This effort spans all 67 counties and blends process and outcome evaluation methods to examine both implementation and impact. In collaboration with ADMH, Omni has developed online planning tools to help local providers document SPF-aligned activities and monitor progress against key prevention outcomes. The team also co-designed and administered a statewide survey of young adults, generating critical insights into substance use, mental health, and the broader constellation of risk and protective factors shaping prevention needs in Alabama.
