Project Objective

Design and implement a mixed-method evaluation framework that reflects both statewide trends and local context. Build local capacity by training community prevention specialists (CPS) to develop and update their own logic models and evaluation plans. Monitor coalition effectiveness and readiness through tailored assessments to strengthen local prevention infrastructure. Support continuous learning by evaluating CPS’ skills and interests to guide future technical assistance and training.

Project Description

Omni has worked in partnership with the Wyoming Department of Health-Public Health Division (WDH-PHD) since 2020 to evaluate the state’s SAMHSA-funded Strategic Prevention Framework–Partnerships for Success (SPF-PFS) initiative. This statewide project addresses youth and young adult marijuana use and underage drinking through strategic, data-informed prevention efforts led by community coalitions in all 23 counties. At the core of Omni’s role is a mixed-method process and outcomes evaluation designed in collaboration with WDH-PHD and community prevention specialists (CPS). Omni maintains a central logic model and evaluation plan informed by state-level data and locally relevant indicators, selected through ongoing consultation with local partners. To build sustainable local evaluation capacity, Omni provides ongoing training and technical assistance that enables counties to replicate and tailor their own evaluation tools. These tools are updated annually in collaboration with each CPS. Additional supports include coalition readiness and effectiveness assessments and a statewide inventory to assess CPS’ evaluation skills and training needs. This work has deepened Omni’s understanding of Wyoming’s behavioral health landscape and equipped partners statewide with the tools they need to evaluate, adapt, and strengthen prevention efforts where they matter most.
